The Boise School District provides required legal notices to inform families, students, staff, and community members about their rights, services, and important district information. Please review the notices below for details.

  • As a recipient of federal financial assistance, The Independent School District of Boise City does not exclude, deny benefits to, or otherwise discriminate against any person on the grounds of race, color, national origin, sex, religion, age, disability, political beliefs, sexual orientation, marital or family status or on the basis of disability in admission to, participation in, or receipt of the services or benefits of any of its programs and activities or in employment therein, whether carried out by The Independent School District of Boise City directly or through a contractor or any other entity with whom The Independent School District of Boise City arranges to carry out its programs and activities.

    The Boise School District will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the District’s programs, services, and activities. Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity, should contact the office of the Civil Rights Compliance Officer as soon as possible but no later than 48 hours before the scheduled event.     This statement is in accordance with the provisions of Title VI of the Civil Rights Act of 1964; Section 504 of the Rehabilitation Act of 1973; the Age Discrimination Act of 1975; the Regulations of the U. S. Department of Health and Human Services issued pursuant to the Acts, Title 45 Code of Federal Regulations Part 80, 84, and 91; Title IX of the Education Amendments of 1972; and the Regulations of the U. S.
    Department of Education, Title 34 Code of Federal Regulations Part 106; Title II of the Americans with Disabilities Act of 1990.  (Other federal laws and regulations provide similar protection against discrimination on grounds of sex and creed.)

  • The Independent School District of Boise City #1 offers career and technical education programs in Business Education,  Marketing Education, Health Professions (EMT, Pharmacy Technician, CNA, Dental, Sports Medicine/Athletic Training), Pre-Engineering, Family & Consumer Science (Culinary Arts, Early Childhood Professions, Elementary Teacher Intern), Media Technologies (Photography, Graphic Communications, Broadcasting), Computer Support, Individualized Occupational Training (IOT), Automotive Technology, Residential Construction, Precision Machining, Natural Resources, Apprenticeship (Electrical, HVAC, Plumbing), Electronics Technology, Networking Support, Collision Repair, Diesel Technology, Welding and Technology.   • The Independent School District of Boise City, in cooperation with parents and nonpublic school agencies, engages in Child Find services throughout the school year. Child Find activities are conducted (1) to create public awareness of special education programs; (2) to advise the public of the rights of students; and (3) to alert community residents of the need for identifying and serving children with disabilities from the age of 3 through the semester in which they turn 21.

    If you know of a child who is 3 through 21 years of age who may have individual needs that result from disabilities or developmental delays, and who is not enrolled in a school program, please contact your neighborhood school or the school district office at (208) 854-5520. These children may have difficulty walking, talking, hearing, or learning, or may display behaviors that appear different from other children their age.

    If you are a part of a community agency or civic group that would like more information about educating children with disabilities, or would like pamphlets to distribute to members, please call the school office or one of the above phone numbers.     A core belief of the Boise School District is that, with the right tools and opportunities, all students can achieve at high levels. The foundation of this commitment is our responsibility to provide every student with the supports and accommodations specifically designed to meet their individual needs and assure equal access to educational programs for disabled students. 

     

    This webpage explains the availability of special education services, a student’s right to a free appropriate public education, confidentiality protections, and the referral process. Those services may be delivered through either a 504 plan, or special education. 

    Does your student have a medical, health or developmental concern?

    • If a student you know has a medical, health or developmental concern that substantially limits a major life activity, they may be eligible for services under Section 504 of the Rehabilitation Act.
    • If you know of a child with disabilities or developmental delays, who may have difficulty walking, talking, hearing, or learning, or may display behaviors that appear different from other children their age, they may be eligible for special education services under the IDEA. 

    Confidentiality

    All 504 plans and Special Education records are confidential and shall not be disclosed to any third party without consent.

    The Evaluation Process

    • With parent/guardian consent, an evaluation process and eligibility determination is made by a school team which consists of the parent/guardian and school professionals.
    • If a student is eligible for a Section 504 plan, the team will make a plan which identifies accommodations necessary to meet the needs of your student to the same extent as the needs of students without disabilities are met.
    • If a student is eligible for special education, the team will prepare and implement an Individualized Education Plan (IEP) to assure a free and appropriate education, in the least restrictive environment that may include related services, transition services, supplementary aids and services, and/or assistive technology devices and services.

    • If you have questions or are interested in scheduling a meeting to learn more, please contact your student’s teacher, school counselor or school nurse.
    • If you do not have concerns regarding your student at this time or if your student already has qualified under Section 504 or Special Education, you do not need to do anything further at this time. 

     

    *Pursuant to federal law, the Boise School District has a duty to identify, refer, evaluate and, if eligible, provide a free and appropriate public education to disabled students. This notice is provided under Title II and the IDEA to support the District’s Child Find program. 

  • Notice is hereby given to parents of children under age 18, students 18 years of age or older, and married students attending the public schools of The Independent School District of Boise City that, pursuant to the Family Educational Rights and Privacy Act (20 USC 1232g), you have the right to inspect and review your child’s school records (or your records if you are 18 years of age or married) and the opportunity to seek amendment of the record if you believe it is inaccurate, misleading, or in violation of the student’s privacy. Parents, or students over the age of 18 or married, may request, in writing, access to such records. School records are those records maintained by the District that relate directly to the individual student.

    You are further notified that school records containing personally identifiable information from school records of the student will be released only to school officials such as teachers who have a legitimate educational interest directly pertaining to an individual student’s education, or pursuant to the parent’s or eligible student’s written consent. Your written consent must specify the record to be released, the reason for release, and to whom copies are to be provided. Release is permitted when required by judicial order or lawful subpoena, provided that the District makes a reasonable effort to notify the parent or eligible student of the order or subpoena in advance of compliance. Any person, agency, or organization legally entitled to student records and desiring access to such records must sign a written form that will be kept in the student’s file for inspection by the parent of the student, or the student who is age 18 or married. Personal information shall only be transferred to a third party on the condition the party will not permit any other party to have access to the information without the written consent of the parent or eligible student. Education records may be forwarded to other schools that have requested the records and in which the student seeks or intends to enroll.

    A parent or eligible student may file a written complaint regarding an alleged violation under the Act with the Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue S.W., Washington, DC 20202-4605. Federal regulations promulgated pursuant to the Act (34 CFR Part 300) may be found at the Idaho Supreme Court Law Library at 451 West State
    Street, Boise, Idaho.     For individuals who are deaf, hard of hearing or speech impaired, call Idaho’s toll-free telecommunications relay service number at 7-1-1 or 1-800-377-3529 for TTY or 1-800-377-1363 for voice.

  • The Independent School District of Boise City has installed a telephone system at the Edward L. Davis District Services Center, 8169 West Victory Road, Boise, Idaho 83709 for the deaf, hard of hearing, or non-speaking individuals. The system, called a TDD/TTY or Text Telephone – telecommunication device for the deaf or a teletypewriter– can be reached by dialing 1-800-377-3529 weekdays from 8:30 a.m. to 5:00 p.m. In order to activate the device, the caller must also have access to a TDD/TTY or texttelephone machine. Messages are automatically displayed on a paper printout tape. If a caller who is deaf or hard of hearing or non-verbal wishes to call any school in Boise about a child’s absence or other issues, they may call this number and the message will be forwarded to the appropriate individual.

    Persons interested in obtaining information concerning the location of The Independent School District of Boise City services, activities, and facilities that are accessible to persons with disabilities should contact individual schools for further information.

  • Asbestos is an issue that Boise School District’s Facilities and Operations Department has been actively managing for years.

    To give some background, asbestos has long been a component of construction materials. Often used for sound absorption, insulation, fireproofing, and decorative plasters, asbestos is used in over 3,000 different products. In 1973, the Environmental Protection Agency (EPA) began limiting the use of asbestos. In 1978, the EPA banned most asbestos products sold as building
    materials. The Asbestos Hazard Emergency Response Act (AHERA) was enacted in 1986 to evaluate and develop solutions for schools with materials containing asbestos.

    The Boise School District buildings were originally inspected in August 1988, and have been inspected every three years thereafter, as required by AHERA. An accredited management planner, hired by the District, used the reports to develop an Asbestos Management Plan. The plan includes notification of parents by letter, training and education for employees, and implementation of procedures designed to minimize the disturbance of the asbestos containing
    materials. The plan also provides for schedule surveillance and proper maintenance of asbestos containing materials.

    A copy of this Asbestos Management Plan is available for inspection at each school. Specific questions regarding the plan can be directed to Brandon Price, Hazardous Materials Coordinator, at 208-854-6742.
