Research, Grant and Proposal Review Procedure
Grants, research, and program proposals play an important role in supporting innovation and student success in the Boise School District. To ensure these opportunities align with the District’s mission, strategic priorities, and operational responsibilities, certain proposals must be reviewed and approved through the District’s Proposal Review Panel. This page outlines when panel review is required, the purpose and structure of the panel, and how to submit a proposal for consideration.

Grants and Research Proposals must be reviewed and approved by the Boise School District’s Proposal Review Panel if they meet any of the following criteria:
- The grant request is $5,000 or more.
- The grant requires facility modifications.
- The grant would add staff positions.
- The grant includes a research component.
- The grant provides stipends or payments to staff.
- The grant requires an ongoing commitment (e.g., renewed yearly)
If a proposal does not meet any of the above criteria, principals have the authority to review and approve it directly without submitting to the Proposal Committee.

The Proposal Review Committee has been established to screen potential research, grant, curriculum and program proposals to examine a proposal’s impact on the District’s Mission and Strategic Plan and to ensure:
- Protection of staff and students
- Protection of District resources
- Privacy of staff and students
- Minimal disruption of instruction
- Benefit to the field of education

The Proposal Review Panel is composed of representatives of the following groups:
- District Administration: Area Director and Supervisor of Assessment and Achievement
- Elementary and Secondary Administration
- Public Affairs Administration
- Financial Administration
- Content Supervisors (as needed)
The panel will meet as needed to review applications in a timely manner.

Those submitting proposals must:
- Review the procedures for the appropriate proposal (research, grant, curriculum or program), complete the form and secure or create all required accompanying documents
- Submit the completed proposal to Anne Moe
Decisions on proposals will be communicated via email to the proposal author within two weeks of submission.
